Human Rights Watch (HRW) has stated that Israeli occupation military attacks on reconstruction equipment and civilian infrastructure in southern Lebanon constitute war crimes and are actively obstructing recovery efforts.
The organization reported that the Israeli occupation military “has reduced several border towns to rubble and is now attempting to obstruct reconstruction efforts and the return of residents to their homes.” It detailed that Israeli airstrikes have destroyed more than 360 pieces of heavy equipment, including bulldozers and excavators, as well as an asphalt and cement plant.
HRW emphasized that its investigation found no evidence of military targets at the sites of these Israeli airstrikes, nor any proof that Hezbollah had made military use of the targeted equipment. The organization asserted, “Even if civilian equipment was sold or maintained by individuals with ties to Hezbollah, this does not make the sites or equipment legitimate targets.”
The Israeli occupation continues its attacks on various Lebanese regions, in violation of the “Declaration of Cessation of Hostilities” issued on November 27, 2024, UN Security Council Resolution 1701 from August 2006, Lebanese sovereignty, and international law.
