Ghalibaf noted that Washington has recently conveyed proposals through mediators despite issuing contradictory statements publicly.
He said the United States has become frustrated in the face of the Iranian nation’s resistance and has responded with heightened rhetoric, military threats, economic pressure, and security measures.
The Iranian speaker described Washington’s contradictory messaging as “cognitive warfare,” saying the US may signal readiness for negotiations one day, threaten confrontation and destruction the next, and then present itself as seeking mediation and compromise.
Such messaging, he said, is intended to create confusion within Iranian society, disrupt officials’ decision-making, and manipulate Iran’s strategic calculations.
However, Ghalibaf stressed that Iran does not formulate its national security and strategic policies based on US officials’ daily statements or social media posts.
“We base our actions on the enemy’s real behavior and actions, not on rhetoric and false dichotomies in the media,” he said.

Ghalibaf said Iran is pursuing a strategy based on “power and rationality,” neither acting emotionally nor being intimidated, while remaining prepared to fight and negotiate simultaneously.
“We will be fully present on the battlefield and confront the enemy with new surprises, while also using diplomacy to consolidate our superiority on the military battlefield and secure the rights of the Iranian nation,” he said.
“The one who is victorious at the negotiating table is the one who has prepared himself for war,” Ghalibaf added, asserting that Iran and the Resistance Front are at the height of their strength and that the country enjoys maximum battlefield power and national cohesion.
Under the guidance of Leader of the Islamic Revolution Ayatollah Sayyed Mojtaba Hosseini Khamenei, Ghalibaf said, “Iran will not allow its enemies’ delusions about the country to materialize.”
